The connection will be made via the highway, on the official do***ents of the airport, I cannot see a road to Hergla (it would be some miles away anyway). :-)
Hergla is located ca.20km (16 miles) north of Sousse and used to be a nice Berber village (thus the predominant blue/white colors). Up to today, there is hardly any infrastructure (just the basic shops) and public transportation is a desaster (eg. no connections at night, and in winter, the night starts early...). The Luna Park (Hergla Park) just closed in 2007.
An advantage of Hergla is the short distance to the highway (5 minutes), a disadvantage the distance to Sousse (by car at least 20 minutes) and the bad infrastructure.
Things should change in the next years with the new tourist airport (Monastir will become a regular flight airport then) and the cruise ship harbour (and the non-tourist realted container harbour), all on location between Hergla and Hammamet nearthe town of Enfidha.
However, even as someone who is often in this area and watches the do***ents, I am not sure in which direction the development will go, probably rather towards a Mini-Kantaoui.
Nevertheless, the real estate market is going crazy and you won'te able to get somethig for a fair or justified price (in Monastir for example, prices are almost 1/2 of the ones between Tantana and Hergla). Given the more than uncertain look into the future of Tunisia, Hergla might not be the ideal place to invest large amounts of money (but then again, I could be wrong as anyone on that). Make sure to be well informed about the plannings and projects before you shell out considerable sums - and if you plan to stay there long times, think again if you would not be better off with some apartment near Monastir (eg. Skanes, Sahline) or in the north of Sousse (eg. Khezama).
